As Councillor David Snyder steps out of the door, he turns back and he can be clearly seen saying to Officer Jack Tiller whom he noticed following close behind him: "Oh look, the bully's back". Snyder admitted saying this.
After saying this, Snyder turns ahead, as he wants to walk on towards the door, his back to the officer.
Snyder has one hand full of expensive video equipment, the other full with a stack of papers. He could not (as has been claimed) have hit the police officer. In any case, he could not have have been threatening in any way, especially as he was leaving peacefully.
Check the reflection in the window just as they get out of view: Snyder is facing away from the officer who violently shove him forward, all the way across the lobby, out through the front door. Snyder falls on his face on the ground, outside (he was facing forward all the time), and Tiller lands on top of him, on his (Snyder's) back. Most of this is visible in the reflection in the window.
